Eastern Poland can be in the vanguard of changes

'The region we find ourselves in stands a chance of developing to a greater extent than other parts of the country,' assessed Jerzy Buzek, former Prime Minister and President of the European Parliament, during the session that opened the second day of the 2nd Eastern Economic Congress in Białystok.

'Today, there is no longer any visible difference between Polish metropolises and those of the west of Europe. Apart from that, the gaps between urban and rural Poland are also narrowing. What is important in the case of the eastern regions is taking advantage of their location near the eastern border of the European Union,' said Jerzy Buzek during his speech that opened the plenum styled "Eastern Poland".

He also emphasised that in order to utilise that location, it is necessary for us to become aware of the weaknesses. According to Buzek, these include: fragmented agriculture, low productivity resulting from the state of industrialisation and machinery, and a low level of innovation compared to the national average.

However, the former Prime Minister also pointed out that there are already some examples of success. 'It is in that very region that we have created the most important dairy centre in the entire European Union, the products of which have conquered Europe, beating products from Denmark or the Netherlands. This can be done and that is why I am certain that Eastern Poland is a region able to develop to a greater extent than other regions of the country, acting as an intermediary between the two worlds,' said Jerzy Buzek.

In the opinion of the former President of the European Parliament, constructing small science and technology parks defeats the purpose; instead, they should join together in order to create networks and clusters, thus forming interdisciplinary complexes.

Buzek's statement was seconded by Tadeusz Truskolaski, Mayor of Białystok, who emphasised that this is already happening. 'We are currently in the process of developing an agreement aimed at creating a common start-up platform in the Podlaskie Voivodeship and the Warmian-Masurian Voivodeship,' he said.

Truskolaski also added that Białystok itself has made a huge leap forward in civilisation by allocating a total of PLN 2.5 billion for investments, with infrastructure investments coming in the first place, over the last nine years. He admitted, though, that there is still a barrier in the form of external communication with such centres as Warsaw, Lublin or Olsztyn, but he also assured the attendees that it should be possible to solve these problems within the current EU financial framework.

Maciej Żywno, Deputy Marshal of the Podlaskie Voivodeship, assessed that the new EU framework will be more effective than the previous one because more decisions on what to allocate the funds for are now being made in the regions themselves. 'As part of the amount of PLN 5 billion we have at our disposal as part of the current framework for Podlasie, PLN 1 billion will be directly allocated to entrepreneurs who are the foundation of the development of the region,' he announced.

Out of this amount, funding for the support for innovation as well as for research and development in co-operation with local institutions of higher education will be provided in the first place. Moreover, there will also be a continuation in the funding for infrastructure, the further improvement of which is still of importance to the entrepreneurs.
